The Chief Operations Officer (COO) is a key member of the executive leadership team and is responsible for overseeing the operational functions of TrueCare’s health centers. The COO ensures efficient, high-quality, and compliant delivery of healthcare services in accordance with HRSA guidelines, federal and state regulations, and TrueCare’s mission to provide comprehensive, affordable, and culturally sensitive care to patients.
Responsibilities:
Management and Administration
- Establish and implement short- and long-range Operational goals, objectives, strategic plans, policies, and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement.
- Provide overall strategic leadership to the organization to optimize operational performance in support of cost-effective care delivery.
- Champion efforts to improve patient experience and reduce waiting times.
- Ensure access to services through effective scheduling, staffing, and patient flow management.
- Ensure compliance with all FQHC-related regulatory requirements, including HRSA, FTCA, OSHA, HIPAA, and other federal, state, and local standards.
- Support Uniform Data System (UDS) reporting, audits, and site visits.
- Partner with the Chief Medical Officer and Quality Improvement staff to monitor clinical quality metrics and patient outcomes.
- Work with the CFO to develop and manage budgets, ensure financial sustainability, and oversee resource allocation across departments.
- Assist the Chief Executive Officer with organization-wide program planning needs as requested.
- Foster a positive, mission-driven organizational culture focused on teamwork, respect, and accountability.
- Assist in the development of business plan to include financial, networking, marketing, outreach, and growth opportunities.
- In conjunction with Chiefs, develop and continuously improve organization-wide processes, policies, protocols, and procedures that ensure high quality, accessible, and cost-effective patient care.
- Ensure organizational compliance to all policies, protocols, and procedures.
- Responsible for the proper execution of contracts, policies, MOU, and MOA as assigned.
- Oversee recruitment, training, development, and evaluation of operational staff.
- Oversee and assist with the development of training curriculum for all staff in clinical operations.
- Facilitate monthly Clinical Operations meetings.
- Direct project management of any clinical campaign and program.
- Develop reports and benchmarking tools for program management.
Public Relations/Marketing
- Represent TrueCare in the community to build public relations, funding opportunities and patient value.
- Work closely with leadership to ensure corporate initiatives are achieved as it relates to fund raising and marketing.
Grants Management
- In partnership with the CMO, approve all grants that relate to clinical/health education activities.
- Responsible for ensuring that all clinic-related grants meet their scope of work.
- As needed, collaborate with Business Development to achieve grant related organizational goals and objectives.
Qualifications:
- Master’s in health administration or related field or bachelor’s degree and equivalent experience.
- Minimum 10 years’ progressive experience in health systems and program development, including experience in project management for a community-oriented health care facility.
- At least 5 years’ experience in health administration or management of a health care system at the director level or above.
- Utilization management experience including analysis and reporting.
Preferred Qualifications:
- Strategic planning management within a multi-site healthcare organization.
- Experience working with a non-profit Board of Directors.
- Bilingual English/Spanish.

If you are hired at TrueCare, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical to allow for future and continued salary growth.
