The Clinical Director of Midwifery provides professional leadership within the midwifery scope of practice and operates within the collaborative framework established by physician leadership and organizational bylaws. Under the direction of the CMO or ACMO the Clinical Director oversees clinical practice development, clinician professional training, quality improvement programming and reporting, and provides business administrative leadership for a specific clinical area of TrueCare while assuring efficiency, cost-effectiveness of care, and operational efficiencies to optimize patient flow and customer service to enhance the patient experience.
The Clinical Director collaborates closely with their respective leadership team and the CMO to ensure the provision of effective quality medical service by assigned clinicians to the patients of the assigned clinical area. The role is responsible for assuring clinical procedures are continually and systematically followed in practice, ensuring optimal performance in achieving patient safety, adherence to accepted standards of care, vigilance in risk management practices, satisfactory clinical outcomes, and continuous quality improvement.
In addition, the Clinical Director will directly provide medical, dental, or behavioral services to patients of TrueCare in the assigned health center.

Essential Functions:
1.Health Center Operations & Administration
- Provides clinical and administrative supervision, mentoring, and performance feedback to assigned clinicians; provide oversight of the Sonographer, in order to review quality assurance measures and optimize productivity and staff experience to optimize professional retention.
- Conducts regular supervision sessions, case reviews, and chart audits to support quality and compliance.
- Supports onboarding, training, and professional development of new and existing staff.
- Assists with performance evaluations and corrective action planning in collaboration with leadership and Human Resources.
- Serves as a clinical resource for complex cases, ethical concerns, and scope-of-practice questions.
- Assist the CMO with communications to staff regarding the assigned health center and its operations and/or clinical practice as requested.
- Assist with provider recruitment efforts as requested.
- Provide input and support into the organization of staffing and processes of care to promote efficient patient flow, patient satisfaction, and optimal provider productivity and provider experience to optimize professional retention.
- Develop and maintain work environments, operational systems, and effective staff performance towards achieving patient satisfaction and efficient, quality health center functions.
- Assure timely performance evaluations of clinicians within their respective departments are conducted with appropriate inputs in a timely fashion per organizational standards.
- Advise Lead Clinicians in the evaluation of their respective clinicians’ and other ancillary providers’ performance in accordance with TrueCare criteria; provide guidance and coaching to develop individual employees as well as the assigned area to their highest potential.
- Conduct department meetings regularly to promote communication, assess and resolve needs, and foster teamwork.
- Actively promote TrueCare’s mission, goals, and organizational activities to staff in assigned area.
- Collaborate with Operations to ensure that medical backup is accessible as necessary to all TrueCare health center sites and clinicians while remaining adaptable and flexible.
- Chairs quarterly clinician’s department meetings: schedules meetings and prepares agendas.
- Ensures adherence to HRSA requirements, clinical protocols, and organizational policies.
- Participates in quality improvement (QI), risk management, and patient safety initiatives.
- Monitors clinical performance metrics, outcomes, and patient satisfaction data.
- Supports accreditation, site visits, audits, and reporting requirements.
- Promotes evidence-based practices and standardization of care across the clinical team.
- Assure assigned clinicians comply with TrueCare clinical site guidelines.
- Assess training needs of clinicians within their respective departments and promote developmental and training activities.
- Serve as a preceptor to residents and paraprofessional students placed with TrueCare.
- Assure that medical staff protocols are appropriately utilized for referral, follow-up, and quality assurance.
- Facilitate transfer of care to other TrueCare clinicians when religious/personal beliefs interfere with the clinician’s ability to offer full care options (i.e. abortion referral, contraceptive management, etc.).
- Lead the development and adoption of TrueCare clinical guidelines.
- Participate in TrueCare’s Quality Assurance Program, including audits, peer review, patient satisfaction, protocol development, and in-service training.
- Contribute to the success of TrueCare by participating in quality improvement activities.
- Participate in utilization review and management.
- Complete legible and legally defensible medical records in a timely manner daily.
- Actively lead advancements in clinical processes of care within the assigned field or specialty.
- Ensure accessibility by telephone during scheduled hours, and at other times as requested by the Chief Operations Officer, Practice Manager, Chief Medical Officer and/or Chief Executive Officer.
- Assure that clinical procedures and services performed within the assigned area are within the approved skills profile and/or scope of practice.
- Review and approve, as appropriate, continuing education programs for assigned clinicians as required to upgrade medical skills and maintain licensing requirements.
- Assist the President/CEO and/or CMO in clinical risk management program development as requested.
- Attend meetings of the TrueCare Medical Executive Committee (TrueCare Formal Peer Review Committee) and Credentialing Committee Meetings as required.
- Attend meetings and other in-service training as established by the CMO.
- Assist with development of electronic medical records documentation design to mitigate clinical practice risk and optimize clinical quality.
- Comply with all regulations regarding corporate integrity and security obligations. Report unethical, fraudulent, or unlawful behavior or activity.
- Review all clinical incidents reported as incidents/unplanned outcomes/”near misses” as requested by the CMO or the Director of Quality Improvement and Population Health.
- Oversee and approve the process for proctoring clinicians for privileging of performing procedures.
- Uphold and adhere to TrueCare Medical Staff Bylaws.
- Implement and ensure compliance with TrueCare’s overall administrative, medical, fiscal, and personnel policies.
- Assist with the development of policies and procedures regarding clinical practice.
- Assist the President/CEO and the CMO in the formation of corporate and departmental strategic planning and budgeting as requested.
- Participate in supporting purposeful interagency business and clinical relationships with aligned strategic partners of TrueCare such as hospitals, health plans, and others with whom TrueCare is engaged to further its mission.
- Routinely provide comprehensive medical, dental, or behavioral services to patients of TrueCare as per TrueCare Provider Employment Agreement.
- Perform clinical procedures and/or services that are within the approved skills profile and/or scope of practice.
